Singapore PR Application: Required Documents and Checklist

To apply for Singapore permanent residence, you must submit certified true copies of your original documents, with official translations for any document not in English, and you may be asked to provide additional documents if the initial set is insufficient. ICA accepts translations from the issuing embassy, from a notary public in Singapore or the issuing country, or private translations attested by the embassy or notarised by a notary public. Eligibility Categories Determine the Sponsor and the Document Set

Your eligibility category decides who submits the application and, in several cases, who must sponsor it. ICA lists the following routes:

The documents you need will differ across these categories. ICA assesses factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency, so your supporting documents should speak to those factors where they apply to you.

Certified True Copies and Official Translations

When you upload documents to ICA e-Service, you must provide certified true copies of the original documents. For documents in a language other than English, you must also provide official translations. ICA accepts three forms of translation:

• Translations provided by the embassy of the country or place that issued the document.
• Translations provided by a notary public in Singapore or in the country or place that issued the document.
• Privately translated documents that are attested by the embassy of the issuing country or place, or notarised by a notary public in Singapore or the issuing country or place.

ICA does not endorse any private translation companies or entities. If your documentation is insufficient, ICA may not accept your application, and you may be required to provide additional documents to support it. The practical implication is that you should check the document checklist for your category before you upload anything, and confirm that every non-English document has an accepted form of translation attached.

Fees at Submission and at Completion of Formalities

ICA charges fees at two stages. At submission, the fee is S$100 for each application. At completion of formalities, you pay:

• S$20 for the Entry Permit.
• S$50 for a 5-year Re-Entry Permit.
• S$50 for the Singapore Identity Card.

All fees are non-refundable. The official guidance does not state the payment methods accepted or whether the formalities fees are payable in a single transaction, so you should confirm the current payment arrangements on the ICA page when you reach that stage.

Singpass and the Review Step Before Submission

Every person added as an applicant must review the application form before it can be submitted. To review the form, each applicant must log in to ICA e-Service using their Singpass, or using unique login credentials that ICA provides for those who are not eligible for Singpass. Approval for a Singpass account application may take 2 to 5 working days. ICA recommends that sponsors and applicants start an application only after all applicants have successfully registered for a Singpass account, where eligible. If you are applying under a sponsorship route, your sponsor also needs a working Singpass account to log in and sponsor the application.

National Service Obligations for Male Applicants

Under the Enlistment Act 1970, all male Singapore citizens and permanent residents are required to serve National Service unless exempted. Male applicants must access www.cmpb.gov.sg for information on NS before proceeding with the PR application. Male applicants granted PR as foreign students or under their parents’ sponsorship are liable for NS, must register upon reaching 16 and a half years old, and are scheduled for enlistment at the earliest opportunity upon reaching 18. MINDEF allows students to attain qualifications up to the A Levels certificate, the polytechnic diploma, or an equivalent pre-tertiary qualification before serving; deferment for university studies is not granted. Defaulting on NS obligations is an offence under the Enlistment Act 1970, punishable on conviction by a fine not exceeding S$10,000, imprisonment of up to three years, or both. Renouncing or losing PR status without serving or completing full-time NS can seriously affect future applications to work or study in Singapore, or for any long-term immigration facilities, and can also affect your family members’ applications, their ability to sponsor, their Re-Entry Permit renewals, or their citizenship applications.

Confirm that every document you plan to upload is a certified true copy and that any non-English document has an accepted translation.
