What Makes a Subclass 836 Paper Application Invalid in 2026?

An incomplete required step can make a Subclass 836 paper application invalid and therefore not processed. According to the Australian Department of Home Affairs’ official Carer visa (Subclass 836) page, this can include an incomplete Form 47OF, missing required evidence, no payment before lodgement or no proof of payment, and no evidence that the Bupa medical-assessment process has begun. As of July 2026, the Department says an incomplete application “may be invalid,” that invalid applications are not processed, and that it will notify the applicant and return the application if requested.

Why does an incomplete application get returned without being processed?

The Department does not say that every missing item automatically invalidates an application. Its direction is that an application may be invalid if any of the listed steps is incomplete; the stated consequence is that Home Affairs will not process it.

That is different from the Department’s description of a visa decision. A refusal is communicated in writing with the reasons and information about any right of review. Failure to establish identity is expressly serious: the Department says it will refuse the application and may not grant visas for 10 years to the applicant or listed family members.

If the Department requests further information, its post-lodgement instructions provide for missing material to be supplied through ImmiAccount where the application has been imported, or through the Other Family Visa Processing Centre online form where ImmiAccount cannot be used. Which requirements must be complete before the paper application is lodged?

Can the Bupa medical certificate be supplied after the application is lodged?

Yes, but the application must already show that the required medical-assessment process has begun. If the assessment has started but the person has not yet been assessed, the paper application should include a letter from Bupa Medical Visa Services confirming this.

The page says that a Bupa medical certificate not provided at lodgement should be supplied within three months of applying. If the certificate is still absent when Home Affairs decides the application, the visa will not be granted. This three-month allowance relates specifically to the medical certificate; it is not a general extension for every missing form or document.

The written evidence that the person needing care has no reasonable access to care in Australia remains a separate requirement.

What family evidence is needed when a partner or dependant is included?

For a partner, provide identity and character documents, documents about former relationships where applicable, and either a current marriage certificate or evidence of a de facto relationship lasting at least 12 months before the application, subject to the limited exceptions identified by the Department.

For a dependant under 18, provide identity documents, proof of the relationship and character documents if applicable. An adult child included in the application must be over 18 but not yet 23 and dependent on the applicant or the applicant’s partner, or over 23, unable to earn a living because of physical or cognitive limitations, and dependent on one of them. If the child is likely to turn 23 while the application is being processed, evidence of dependency due to disability is required.

Which police certificates does the Department accept?

The character rules distinguish Australian and overseas residence:

  • If the applicant spent a total of 12 months or more in Australia during the last 10 years since turning 16, the Department accepts only a complete-disclosure National Police Certificate issued by the Australian Federal Police. It does not accept standard-disclosure certificates or certificates issued by Australian state or territory police. These Australian certificates are valid for 12 months from their issue date.
  • An overseas police certificate is required from every country, including the applicant’s home country, where the applicant spent a total of 12 months or more during the last 10 years since turning 16.
  • Military service records or discharge papers are required if the applicant has served in the armed forces of any country.

Does paying or uploading documents in ImmiAccount replace the paper application?

No. Subclass 836 must be applied for on paper. ImmiAccount has a payment function that must be used before lodgement under the process described on the official page, and evidence of payment must accompany the paper application.

After the paper application has been submitted, it can be imported into ImmiAccount after the acknowledgement letter is received. This provides access to services such as uploading documents, viewing messages and checking the application status. It is a post-lodgement management step, not an online substitute for Form 47OF, the required documents or the paper lodgement itself.

Can anyone receive the application or help with immigration assistance?

The Department separates those two roles. Anyone can be appointed to receive documents relating to the visa matter, but only a registered migration agent, legal practitioner or exempt person can provide immigration assistance.

The applicant must also be a carer for an Australian relative, or for a family member living with that relative, who needs care because of a medical condition and has no reasonable access to care in Australia. The process also requires sponsorship by an eligible sponsor.

The location condition continues beyond lodgement. If the applicant travels outside Australia while the application is being processed, they must have a valid visa with which to return.
