A Subclass 837 (Orphan Relative) application is only valid if it is made on paper, on the two prescribed forms, paid for before it is posted, and sent by post or courier to the Child and Other Family Processing Centre in Perth — nowhere else, and not in person. What makes a Subclass 837 paper application valid in the first place?

Can you lodge it in person, or at another office?
No. The official page states the Department cannot consider the application if it is submitted at any other office or in any other way, because it will not be valid, and that applications for this visa cannot be submitted in person. This is the sharpest of the validity rules: a complete, correctly paid application handed to the wrong counter is not a "late" application, it is not an application.
A counter submission is also not the same as an online submission. Online handling only becomes available after lodgement, when the application is imported into ImmiAccount following the acknowledgement letter.
When must the application charge be paid?
Before the envelope is posted. The official page requires payment before posting, states the application will not be processed until the charge is paid, and requires evidence of payment to be included with the application. So the sequence is fixed: complete the forms, pay, attach the payment evidence, then post.
The page does not list an amount, and no fee figure should be assumed from elsewhere; the charge applicable at the time of lodgement is whatever the Department publishes. Two related consequences are stated directly: applications are not processed until paid, and the application fee is not refunded if the application is refused.
What else has to be in the same envelope?
Payment evidence and the two forms are the validity core, but the official page also expects the supporting documentation to go in with them — it says the application "should also include evidence of payment" and "must also include all the relevant supporting documentation". The document set named on the page includes:
- identity documents: the passport pages showing photo, personal details and issue/expiry dates, plus a national identity card if held and proof of name change if applicable;
- travel documents: a certified copy of the passport or travel document used to enter Australia, plus copies of passports held since;
- four recent passport-size photographs (45mm x 35mm) of the child and of any dependent included, under six months old, colour, full face, plain light background, not laser copies;
- evidence the child has no parent capable of caring for them — a death certificate or other official document, or a medical report showing why the parents cannot care; where parents cannot be found, evidence of how long they have been missing and what efforts were made to find them;
- evidence of the child's relationship to the sponsor, such as a birth, marriage or adoption certificate;
- character documents for children over 16: police certificates from every country where they spent 12 months or more in the last 10 years since turning 16 — for Australia, only AFP National Police Certificates applied for under Code 33 (Immigration/Citizenship), valid for 12 months from issue — and completed Form 80; separately, anyone included in the application who served in the armed forces of any country must provide military service records or discharge papers.
Two handling rules cut across the whole set: send certified copies only, never originals, and keep a copy of the completed application and supporting documents for your own records.
If someone is helping, that has to be declared in the same package. Form 956A nominates an authorised recipient for correspondence; Form 956 appoints a registered migration agent, legal practitioner or exempt person to provide immigration assistance. Written notification or the forms are sent with the paper application.
What happens if one of those steps is incomplete?
The official page's own wording is that if any of the steps are incomplete, the application may be invalid, that invalid applications are not processed, and that the applicant will be notified and the application returned if requested. Note the sequencing: invalidity is about the lodgement, not the outcome — an invalid application is not refused, it is not considered, and the time and postage spent on it are simply lost.
Assume an applicant posts Form 47CH and Form 40CH with a full document set but no payment evidence. On the published rules, that is an incomplete step, so the application is exposed to being treated as invalid rather than being processed while payment is chased.
What changes after the envelope is accepted?
Receipt is not the end of the paper phase. The official page describes the following post-lodgement mechanics:
- Import to ImmiAccount: after the acknowledgement letter arrives, the application can be imported using the application ID, date of birth, and identity document number (passport, ImmiCard or Titre de Voyage). Importing unlocks online services — attaching documents, viewing messages, updating details, checking status, applying for a bridging visa, withdrawing.
- Status updates: the Department says it cannot provide progress updates within normal processing times, and will make contact if anything further is needed.
- Travel: the child must be in Australia when the decision is made; if the child made the application in Australia, the visa cannot be granted while they are outside Australia. Any departure needs a valid visa to return.
- Bridging visa: a bridging visa associated with the application is granted when the application was made, and starts if the current visa expires before a decision, keeping the child lawful.
- Health exams and biometrics: the Department notifies when these are required.
- Corrections and changes: mistakes are notified using Form 1023; changes of address, phone, passport, relationship status, the birth of a child, or withdrawal are notified through the change-in-situation process.
- Adding family: the child's dependent children can be added any time before a decision.
Missing documents after lodgement are handled either by upload in ImmiAccount or, where ImmiAccount cannot be used, by attaching them to a completed Child and Orphan Relative Visa Processing Centre online form.
Who is actually allowed to be paid to help?
This is a separate validity-adjacent trap. Under the official guidance, only certain people can lawfully give immigration assistance for a fee: a registered migration agent, a legal practitioner, or an exempt person. Anyone at all may be appointed to receive documents on the applicant's behalf, but that is a narrower role. Where a child is the applicant, the page also asks that the Department be told if someone is acting on the child's behalf.
